Voltage is a measure of the potential difference across an electrical system. Your kart's operational voltage range (from fully charged batteries to empty batteries) must generally not exceed ~50v. Specific requirements about battery configurations which are and aren't allowed are always up to date on the official rules, section 1.8.
Often, Karts will only operate their motor controller at the direct battery voltage, and run a Buck converter to regulate the comparatively high voltage out of the battery down to a lower, stable voltage (like 12v or 24v) for operating all of the auxiliary electrical systems (brake lights, headlights, horn, other moxie components, etc.)
